Islamic holidays follow the lunar Hijri calendar and shift about 10–11 days earlier each Gregorian year. Balinese Hindu holidays like Galungan follow a 210-day Pawukon cycle, so they don't map to a fixed month either.
Are these public holidays or just cultural observances?
Both, depending on the entry. National public holidays are marked "National" or noted directly; many regional and religious ceremonies here are significant culturally without being a nationwide day off.
